What is the TMS requirement?
In supporting the Training and Adult Education (TAE) Industry Transformation
Map (ITM) to raise productivity of the TAE sector, Training Providers can
leverage on a TMS to optimise training administration and facilitate claims
disbursement through integrating TMS to SSG’s systems for seamless data
exchanges. As such, Training Providers who receive funding from SSG are
required to adopt a TMS linked to SSG’s system by 31 December 2021.

Why must I have a TMS to process SSG training claims?
Course information, trainees’ enrolment data, attendance, training and
assessment records that Training Providers used to manually compile and
submit to SSG can be automated and transmitted seamlessly via a TMS linked
to SSG’s systems. This shift eliminates manual claims submission, hence
reduce onerous administrative load for Training Providers and improve
turnaround time for claims disbursements.

What are the benefits for training providers to adopt a TMS?
Training Providers can expect to enjoy the following benefits with the usage of
a TMS linked to SSG’s system:
a. Increase productivity by streamlining process & digitalizing training
records
b. Facilitates timely and accurate data transmission to SSG
c. Responsive to SSG’s policy changes and data requirements
d. Improve decision making capability with data analytics

I offer non-WSQ courses, do I need to comply with the TMS requirement?
If your organisation offers non-WSQ courses and wish to receive course fee
funding from SSG, you are required to adopt an integrated TMS by 31
December 2021.

Are training providers funded by other government agencies required to
adopt a TMS?

Such training providers are encouraged to adopt a TMS to enjoy a seamless
transaction with SSG’s system, but this is not mandatory.

Where can I find help to integrate my existing TMS to SSG systems?
Training Providers are to self-help by referring to the SSG Developer portal to
browse the latest developer documentation including API reference, guides and
sample codes. Individual and corporate developers can refer to the series of
“Get Started Guides”, please click here.
Should you face any technical difficulties with the APIs on the developer portal,
you may submit these enquires to the support channel (Jira) after logging in
with your CorpPass account. A support ticket will be routed to the respective
technical and business domain experts, who will assist you.

What are the other APIs which a TMS can use to enhance my training
administrative process and productivity?

Beyond the minimum integration areas, we encourage training providers to
explore other useful APIs in SSG Developer Portal that can enhance the user
experience of a TMS. Below are some examples of the APIs, please note that
the list is not exhaustive.
Grant Calculator: This API provides the eligible training grant that an individual
(Singaporeans/PR) can attain for approved courses by providing a breakdown
of the baseline amount and eligible schemes(s) available for the individual.
Skillsfuture Credit (SFC) Payment Gateway: This API aims to integrate
online course registration, SFC claim submission and course payment into a
seamless process. It allows individuals to indicate the amount of SFC to offset
from the course fee payment, uploading of supporting documents, display and
cancel of SFC claims.
Skills Passport: This API simplifies the retrieval of skills and qualifications, so
that training providers can use it for pre-requisite checks before enrolling an
individual.

My enterprise uses a Learning Management System to manages trainees’
enrolment, learning and assessment activities. Can the LMS fulfil the
requirement of a TMS link to SSG’s systems?

Training Providers are to assess if their system (e.g. TMS or LMS) has the
required data sets and security requisites to interface with SSG’s system for
claim processing.
Training Providers can also opt for TMS that already have the required
integrations with SSG’s systems, such as Skilleto (SaaS TMS) or eTeams
(COTS solution).
